The status has again changed to Ongoing from Pending, even after project has been submitted.

The status has again changed to Ongoing from Pending, even after project has been submitted well in advance to the mentioned date. What is the reason for this? and will this be affecting the refund status ? I need immediate clarification on this. If any bug fixes are the reason, this is not acceptable at all.
