Unable to load data from csv file getting error 3948 in project 3 case study 2

While importing data using LOAD DATA LOCAL INFILE '"C:/ProgramData/MySQL/Upload/users.csv"' INTO TABLE email_events FIELDS TERMINATED BY ',' ENCLOSED BY '"' LINES TERMINATED BY '\n' IGNORE 1 ROWS (userid, occurredat, action, user_type); getting Error Code: 3948. Loading local data is disabled; this must be enabled on both the client and server sides I am unable to load my dataset
