text to number

Hello Sir, in the below image the time is alligned in right and left side of the column. If we want to align it in proper manner, how we can do it ?? I was trying it by using =text function but after doing that I am not getting exact value in 00:00 format ., not even by using =value function . Kindly suggest how to do this.
