Confusion in task 1 of marketing

I believe this task has 2 parts. One, where it wants use to find average i.e total no. of photos/ total no users present in photos table. What does 2nd point means by "Also, provide the total number of photos on Instagram/total number of users"... and does"total number of users" here in statement means total no of users present in the DB? even if they are not active or posted a single photo till the day? basically all the users from users table?
