Doubt regarding Questions in Both CS-1 and CS-2 - Asking Again

Hi I have asked a doubt for which I got a reply which has nothing to do with the questions I asked. In Case Study 1, Question B: Same questions as above i.e. per second per day means per 86400 (246060) seconds per day OR per sum of total time spent to review all jobs of the day per day? "Your task: Calculate the weekly retention of users-sign up cohort?" Do I have to consider only the users who have completed the sign-up process OR the users who have just created but didn't complete the sign-up process and those who have completed it?
