follow up doubt

Can you please explain how does the solution that you just explained answer the question, also I am not able to understand the question and what exactly do we need to find out. What I have understood from the question is- how many jobs are reviewed in one hour in one day? Is it right, if not please explain the question and what role does sum(time_spent)/3600 play in the result and please explain how does the solution answer the question.
